If you just keep reducing the power slider then that reduces how much total power the entire card can use. Now your GPU clock will be a flat line since it's locked at that voltage and speed. Then click on a point on the curve that is the voltage you want and press the L button to lock in that voltage and GPU core speed. It's more efficient to press Ctrl + f to bring up the voltage curve and adjust that. If you look at the graphs your GPU clock is probably bouncing around a lot and isn't sitting as a flat line. I've read lots of times ppl are just reducing the power limit slider to like 60-70% and that's it for reducing power usage (Watts).
